He claims that he has not received the refund although I can see it clearly in my paypal account and he has sent me an invoice which he is insisting I pay. He has been a complete pain and asked repeatedly why I hadn't sent his item starting from the day he made payment!. Can I report him anywhere for harassment, it's driving me mad with all his messages.

Hi,

 

If you refunded via the original transaction in PayPal and it's showing as complete, then the funds will go back to source.  If the buyer funded with a debit card it will go to their bank and takes up to 7 days;  credit card to their card - up to 30 days.  Any other method to their PayPal balance.

 

It should show as 'refunded' alongside their original payment.

 

Obviously don't send a separate payment!

 

They won't be able to open a dispute if it's showing as complete.

 

If messages are coming through eBay, then there's a link at the botto to forward to eBay.

 

If you haven't done so, add to your blocked bidder list.

As said above, if the buyer funded their payment with a debit or credit card, it can take a while for the payment to get back to the card account.  You might find it useful to send this link to your buyer:

I would also suggest to the buyer that they log into their paypal account and look at the original transaction. That should show that a refund has been processed.
